This conference is going to provide an opportunity for knowledge sharing and collaboration among academics, researchers, and information and knowledge practitioners.

Margaret McKinley Memorial Student Scholarship Essay Competition

The Los Angeles Chapter of the American Society for Information Science and
Technology (LACASIS) is sponsoring the Fourteenth Annual Student
Scholarship Essay Competition. This Competition, first established in 1992,
and renamed in memory of the late Margaret McKinley in 1993, is intended to
encourage students in Librarianship and Information Science Programs to
consider the benefits of participation in the activities of professional
societies.

AWARD: The winner will receive reimbursement funding up to US $1,000 for
registration, airfare, and hotel expenses to attend the ASIST 2005 Annual
Meeting, "Sparking Synergies: Bringing Research and Practice Together @
ASIST '05" and a one-year membership in ASIST. Two runners-up will receive
one-year memberships in ASIST.

ELIGIBILITY: All students enrolled in Library and Information Science
Programs (LIS), including those graduating in spring 2005 at universities
within the areas represented by the Los Angles Chapter of ASIST (Hawaii,
California, Australia, and New Zealand) are eligible to enter.

Students enrolled in graduate programs (at universities within the areas
represented by the Los Angles Chapter of ASIST) not identified as LIS
programs may be eligible. Interested students in non-LIS programs must
include in the essay submission (in addition to other essay requirements
below), a statement explaining how the program mission relates to ASIST and

The IFLA Information Literacy Section and the IFLA
Management and Marketing Section are holding a joint session
during the Oslo World Library 2005 conference 14-18 August.

Information Literacy: a voyage of discovery for citizens.

The theme is citizens’ discovery of their own capability with
information, and of the ways in which librarians and information
professionals can help citizens fulfill their goals and dreams.
This will be a 2 hour session with presentations and short panel
discussion.

We are aiming to have speakers from different sectors,
perspectives and countries for this session. The speakers may
come, for example, from:

- Public library sector
- Social action and citizen groups
- Public administration
- Community and outreach librarians

The focus for the session is on participants’ understanding the
citizen (your "customer") and what the citizen could gain from
information literacy. The citizens might have educational goals,
business goals, survival goals, or personal goals and dreams.
These are all areas where information literacy could be
transformational.

The focus is also on librarians being willing to put aside
assumptions, acknowledge the skills that citizens already have,
and empathise with citizens' life goals.

Papers may include:

- case studies which show how librarians in different types of
library and culture had built on their knowledge of their market
to create information literacy services or education which had an
impact on people’s lives.

- research, testimony or informed reflection on the needs of a
particular group of citizens, and how this group could benefit
from greater information literacy

If you would like to propose a paper yourself OR if you would
like to suggest a speaker for this theme please contact Sheila
Webber or Christina Tovoté (see below for details). IFLA asks
for a full text paper (this does not have to be lengthy!) to be
supplied before the conference itself. We have applied for
simulataneous translation at this session, but do not yet know
whether we will have it.

Unfortunately IFLA cannot provide funding for speakers’
attendance.

The IFLA LIS Journals Section Interim Standing Committee invites Library and Information Science journal users, authors, editors, LIS educators and publishers to submit paper proposals dealing with strategies to optimise the international impact of the research and professional expertise of countries with national languages spoken by relatively small numbers.

Proposals may focus on, but not limited to:
How do LIS journals in languages other than English, particularly those in languages spoken by smaller language communities, survive and thrive?

How do national policies (in areas such as higher education and research) impact on them?
What do these LIS journals contribute to the world literature of LIS?
What is their impact?
What barriers are there to the world-wide diffusion of their contributions?
To what extent are they covered in the international indexing and abstracting databases?
What can be done to bring their contributions to the attention of the English-speaking world?
What role do they play in bringing contributions from the Anglo-American LIS journals to the attention of their readers?

Special Issue of Government Information Quarterly on “National Security Policies and Implications for Information Flow”

This special issue of GIQ will examine the impacts and implications of national security policies regarding the flow and exchange of information. The aim is to promote government policies around security and terrorism as an important object of scholarly investigation. It is also intended to encourage political engagement around these issues by scholars using a diverse set of analytical tools.

The events of September 11, 2001 triggered the adoption of legislation, policies, and practices in the United States and around the world, including Canada, the European Union, China, Russia and various African countries. The consequences of such initiatives are relevant not only to individuals and institutions in those countries but have broader and more far-reaching impacts as well. In particular, such legislation, policies, and practices have tremendous implications for such issues as access to information, privacy, civil liberties, and intellectual freedom.

This special issue of GIQ focuses on how these recent security policies and practices affect research, publishing and generally how information can be used and shared in modern times. In the United States, for example, trade embargoes have affected the scientific community through the publication ban of authors living in embargoed countries, who are involved in certain types of research (e.g., the use of potentially harmful materials and technologies). In a broader sense, however, the global tightening of information and border controls affect many spheres of society (public sector, private sector, civil society) and have major implications for academic and intellectual freedom, freedom of the press, civil liberties and other democratic principles. As such these issues are of concern to all.

For this special issue of GIQ, we seek articles that address any of the above issues as well as related concerns such as transborder data flow, information resource control, and professional moral and ethical issues. Articles are sought from various perspectives, including academia, publishing, government agencies, business sector and civil society. We also welcome international and/or comparative articles dealing with currently enacted or pending legislation and regulations.

Submissions should not exceed 30 double-spaced pages. The deadline for submissions of final papers is March 31, 2005 to allow for peer review, feedback and revisions. The anticipated publication date is early 2006. For more information and to submit articles for review, contact:

Buenos Aires is the capital city of the southest country in the world,
Argentina. It is a marvelous place, with a wide range of landscapes: huge

The 31st Buenos Aires International Book Fair-The Book from Author to
Reader- will be held from April 18 to May 9, 2005. It is considered as one
of the most important book fair in the Spanish speaking world and one of the
most attended in the whole world, with more than 1.000.000 participants per
year.

Professional Meetings, one of the many 31st Book Fair activities, will be

The Organizing Committee seeks original research and application oriented
papers, not previously presented elsewhere, which are relevant to the sessions
topics. You are invited to submit an abstract of your paper for consideration by

The following guidelines should be observed in the preparation and submission of
papers:
1. The deadline for abstracts submission is February 25, 2005.
2. The abstract should be a precis of your paper and should not exceed 0.5

IFLA ALP is pleased to announce the availability of the Harry Campbell Travel Grant, to support a delegate from a developing country which has not had IFLA Conference participants in the last few years, to attend the World Library and Information Congress: 71st IFLA General Conference and Council in Oslo, Norway, 14-18 August 2005. The grant will cover the travel. The cost of registration fee, accommodation and meals will be met by the delegate.

Les Roches Marbella, Spain is seeking a Head Librarian. Les Roches Marbella specializes in hotel and hospitality management and is located in the Costa del Sol region of Southern Spain. The area is a beautiful resort with the Mediterranean and coast of Africa within sight of the school. Instruction is in English. Some Spanish is required but not fluency initially. The school is seeking US accreditation but the library needs to be upgraded for accreditation. The DigiCULT project is currently preparing a roadmap on the challenges
and possible achievements in research and technological development
(RTD) over the next 10 to 15 years that are likely to lead to advanced
applications for the cultural heritage sector.

The roadmap is a navigation tool that will provide essential
understanding and direction in the strategic planning of research
agenda, guiding investment in and funding of innovative RTD.

We invite you to participate in this roadmapping exercise, helping
DigiCULT to define and qualify the challenges and approaches ahead. The
roadmap will be published in Thematic Issue 7 that will be available in
December 2004.

We are seeking applicants for the "Future Professoriate for
Librarianship Project" in the School of Information Studies at Syracuse
University. The project provides five full Fellowships for new PhD
students studying librarianship topics.

The Ph.D. program of the Syracuse University School of Information
Studies has a long and proud history of educating the future
professoriate for service and leadership in library schools throughout
the country. The Future Professoriate for Librarianship Project,
created to address the national need for library school faculty to
educate the next generation of librarians, integrates preparation for
teaching with targeted library research activities to enculturate
doctoral students at Syracuse University to library research, teaching,
and service and smooth their transition to being assistant professors
in Library programs.

The Fellowships provide full tuition, stipend and benefits for
full-time, on campus PhD students at Syracuse pursuing librarianship
topics. Applicants for the Fellowships must be US citizens or permanent

Conference website
Changes in ICT and work offer the framework for the conference. First and
foremost among those changes is the emergence of the information society, in
which production and employment are increasingly geared to the development
of information and the creation of knowledge. Secondly, there is the growing
importance of ICT-tools at the workplace. As a consequence, the work process
and the organization of work are also undergoing major changes. Of course,
not only does ICT have an impact on work, but also the other way around:
social forces (the social dialogue, institutional shaping, transitional
labour markets) influence technological developments. The relationship
between ICT and work is reciprocal.
The focus of the conference is on the impact of ICT and the knowledge
society on work, the quality of work and new forms of work organization
(networks, virtual teams). Special attention will be paid to the development
of skill and competencies, the role of institutions, social actors and
regulation and on new groups at risk (see also the preliminary programme and
the subthemes).
The conference is organized by SISWO/Social Policy Research
in close co-operation with
(and funded by) NWO-MES (The Dutch 'Society and the Electronic Highway' research funding programme) and the Dutch

Nominations are now being accepted for the 2005 Margaret E. Monroe Award (www.ala.org/rusa/awards) given by the American Library Association's Reference and User Services Association. Self-nominations are welcomed. Applications must be received by Wednesday, December 15, 2004.

The Margaret E. Monroe Award, established in 1985, honors a librarian who has made significant contributions to library adult services. The individual may be a practicing librarian, a library and information science researcher or educator, or a retired library who has brought distinction to the profession's understanding and practice of services to adults.

The critieria for "significant contributions" will be judged by such factors as publications, leadership, measurable effectiveness of programs, influence on others, and creative and innovative concepts. Nominations letters may include letters of recommendation and supporting materials.

The 2005 theme is: “Librarians and the Political Scene: Getting Involved
in the Process! Access to government documents, copyright, intellectual
freedom, library funding, privacy, and the USA PATRIOT Act are some of the
political issues affecting libraries in recent years. As future library
professionals, how, why and to what extent, if any, do you think
librarians should get involved in the political process?”

The E. J. Josey Scholarships are two (2) unrestricted grants of $2,000
(beginning in 1997) awarded annually to African American students enrolled
in, or accepted by, ALA accredited programs. Applicants are judged on the
basis of application essays of 1,000 to 1,200 words discussing issues,
problems, or challenges facing library service to minority populations
such as African Americans, and other supporting documentation submitted
for review by the scholarship committee.

Persons Wishing to Apply Must:

* Be an African American Citizen of the United States or Canada.

* Be enrolled or accepted by ALA-accredited graduate program leading to a
degree in library and information science at the time of application.

* Submit an essay of 1,000 - 1,200 words discussing the theme

devoted to Library and Information Science Research, is pleased to announce
a CALL FOR PAPERS for its next and forthcoming issues. The next issue due
March 31, 2005. Articles are considered as received and they should reach
the relevant editor no later than the beginning of January 2005 for
consideration for the March 2005 issue. With the potential of the Web for
'rich' content, the editors particularly encourage the use of web-based

CSA is correspondingly altering the full-text linking portions of its
search interface. CSA subscribers to ERIC can now link directly to the
electronic full-text of any of these 107,000 documents from their search
results. This will be automatically updated on the interface by CSA

Volunteer Position Available Beginning June 2005Are you passionate about the work of the IRRT? Do you have basic Web development and editing skills? Consider becoming an integral part of the IRRT's activities by volunteering to serve a two-year term as the IRRT Web Editor. The position will begin in June 2005 after the Annual Conference in Chicago. Web Editor Description: The IRRT Web Editor maintains the IRRT website in conjunction with the IRRT Publications Committee and the IRRT Executive Board. The purpose of the website is to provide a guide to IRRT activities, current committee structure, purpose and membership, access to the electronic version of International Leads, and announcements of timely interest. All American Library Association (ALA) Round Table websites are hosted on the ALA server and must be maintained and updated using ALA's Content Management System (CMS). The IRRT Web Editor will serve a two-year term, renewable once. The term begins at the end of the ALA Annual Conference in June and runs through the Annual conference of the second year. The American Library Association International Papers Committee invites proposals for papers for the ALA Annual Conference to be held in Chicago, Illinois, June 23-29, 2005. The International Papers Program is designed to encourage the exchange of ideas about library services and collections among librarians from different parts of the world. The papers are also selected to stimulate the interest of U.S. librarians in international library matters. The 2005 International Papers Program theme is:"Shaping Our Future: Library Services for Youth"Children are our hope for the future. Providing them with adequate education and guidance is essential for their intellectual development. In addition to school education, libraries also play an important part in this process. In the United States, school libraries, public libraries, and some research libraries, provide services to children. We want to hear about the library services for youth (including children and young adults) in your country: its history, current status, challenges, and any library programs that have improved the intellectual development of children in your country.HOW TO SUBMIT A PROPOSALThe receipt deadline for the proposals is November 15, 2004. A maximum of 4 papers will be selected for presentation at the Annual Conference. Four (4) alternate papers will also be chosen. Papers accepted for presentation at the conference will be published on the ALA website. If papers cannot be delivered at the conference, they may be considered for publication on the ALA website.Final notification of selected papers will be announced by February 2, 2005. A formal letter of invitation will be sent by February 16, 2005. Volunteer Position Available Beginning January 2005

Do you want to play a significant role in promoting international librarianship and the activities of the International Relations Round Table? You can do so by volunteering to serve a two-year term as the editor of IRRTs official publication International Leads (IL). The position will begin in January 2005 after the Midwinter Conference in Boston.
IL Editor Description:The Editor of International Leads is responsible for the official organ of the International Relations Round Table, in conjunction with the IRRT Publications Committee and the IRRT Executive Board.
The purpose of IL is to disseminate information about international librarianship and the activities of the Round Table. IL seeks to support Round Table and Association objectives by bringing IRRTs members news and articles that help them understand and react to recent developments in international librarianship.
Because IL is the official publication of the IRRT, the editor has a particular responsibility to convey to IRRT members and other readers full and accurate information on the activities, purpose and goals of the Round Table.
IL is published quarterly, edited by a member volunteer and printed through the production facilities of ALAs Publishing Services Department. The IL Editor will serve a two-year term, renewable once. The term begins at the end of the ALA Midwinter Conference in January and runs for two calendar (volume) years.

Responsibilities:Coordinate International Leads working with the IRRT Publications Committee and the IRRT Executive Board. Have the responsibility for the content, form and design of IL within the parameters of ALA and IRRT policies and in consultation with the IRRT Publications Committee, the IRRT Executive Board, the ALA International Relations Office (IRO).
Seek manuscripts and encourage the submission of high-quality articles. Review all submitted manuscripts in light of the philosophy, purpose, and general style of the publication. Correspond with authors regarding acceptable, rewriting andresubmission, or rejection of articles.Edit and proof manuscript copy.Assume final authority for all content in each issue of IL. Serve as a non-voting, ex-officio member of the IRRT Publications Committee and the IRRT Executive Board.

Qualifications:Experience in publishing and/or journalism, either in editing or writing, sufficient to be able to produce a high-qualitypublication that addresses interests of the readership. Effective communication skills. Experience in or demonstrated knowledge of international librarianship.Membership in the International Relations Round Table.Attendance at both the ALA Midwinter Conference and the ALA Annual Conference is required.

The theme of this year’s paper contest is "Managing and Enhancing Information: Cultures and Conflicts - The Developing World Perspective." The eight winning papers were selected from 25 papers received for this year’s competition. Each winner will be awarded a two-year individual membership in ASIST.

Thanks to the continued generous support from Elsevier Publishers, the first place winner will be rewarded a minimum of $1,000 toward travel, conference registration, and accommodations while attending the ASIST Annual Conference in Providence, Rhode Island, November 13-18, 2004. These winning papers and other submitted papers for the competition will be considered for publication by Elsevier's International Information and Library Review, which is edited by Toni Carbo.

Dear Colleagues,
We are pleased to tell you about the first Social Forum of Information, Documentation and Libraries (SFIDL) which was held in Buenos Aires, Argentina August 26-28, 2004 and which met its planning goals and became the first step for building a professional community that identifies with the highest social values and political commitment.
We can state that our expectations were fulfilled thanks to the high level of participation by the attendees. The Organizing Committee publicly thanks each and every one of the colleagues who formed part of the Forum: those who sent a paper, those who participated in the virtual debate, and those who attended the Foro in Buenos Aires.
There was an attendance of 150 people who met in Buenos Aires coming primarily from various countries of Latin America and the Caribbean. Six round tables were developed during two days which culminated in the plenary session on Saturday, August 28. Attendees could also visit a poster exhibition about human rights, view documentary videos from an alternative collective, The Fourth Patio, and participate in a video conference with Richard Stallman, driving force of free software, as part of additional activities offered.
The main outcome was that it raised the need to continue a permanent forum that has its presence through commissions and working groups which will focus primarily on subjects like user formation, preservation of heritage documents, prison libraries, a School of Latin American Library Science Thought, the impact of OMC/ALCA on libraries, etc.
At this time the Organizing Committee is engaged in evaluation, working on a proposal for planning and organization of the activities of these commissions and tables, on the drafts of documents and reports about the different commitments raised at the forum, on the work agenda and on the action plan. CEBI and GESBI are writing the final declaration that will be released at the end of this September.

This unique professional event, celebrating its sixth occasion, will
run as a satellite conference immediately prior to the World Library
and Information Congress: 71st IFLA General Conference and Council to
be held in Oslo, 14-18 August 2005. The theme for the CPDWL
conference is:

Continuing Professional Development - Preparing For New Roles in
Libraries: A Voyage Of Discovery.

This conference is presented by the IFLA Continuing Professional
Development & Workplace Learning Section in conjunction with the Oslo
University College, Faculty of Journalism, Library and Information Science.

This conference presents valuable opportunities to:

Hear speakers with perspectives and insights on continuing
professional development & workplace learning issues;
Gather ideas, solutions, and trends in this vital area of professional practice;
Meet participants with international experience;
Build networks of contacts in the field of continuing professional development, staff development and workplace learning; Take away a volume of peer reviewed proceedings to reflect on, and disseminate amongst your colleagues.

The conference organisers are pleased to announce that a major feature of this conference will be the inaugural Elizabeth Stone Memorial Lecture which is to be presented by Mr K. G. Saur. The late Professor Stone, was the originator and driving force for the establishment of the CPDWL section. This lecture has been inaugurated in her honour.

Program Outline
The conference will be arranged as a mix of plenary sessions, with time allowed for discussion and comment on each paper, and breakout sessions/workshops. The conference program will be grouped into several sub-themes, as follows:

Preparing for new and changing roles in libraries and information
services through CPD & workplace learning, including:
what are the emerging roles of libraries and librarians and what
education & training needs emerge from those new roles?
skills identification, performance planning and review in different organisations and contexts competency based training; new roles in information literacy training; what and how can experienced librarians learn from new graduates?

Engaging and supporting people in CPD & workplace learning, including:
do we know what we mean by workplace learning?
who is caught in the CPD & WPL 'net' and who isn't?
what CPD & WPL opportunities should be provided for staff at all
levels of the library and information sector, and how best to do so?
personal motivation in the workplace;
encouraging and facilitating CPD & WPL;
career management and development.

Putting it all together â tools for CPD & workplace learning, including:
developmental means and tools; induction, mentoring, shadowing; types of training & development programs; needs identification and development of training & development programs; the role of CPD & WPL in organisational development;
online program delivery; evaluating CPD & WPL effectiveness and
measuring the return on investment.

Context and place â the practice of CPD & WPL in different countries and contexts, including:
the challenges of CPD & WPL in developing countries;
case studies from various libraries, organisations, professional groups.
Published Proceedings The peer reviewed papers from the Conference will be published by K.G. Saur as part of the IFLA publication series.
The editors of the Conference Proceedings will be Dr Paul Genoni
(Curtin University of Technology, Australia) and Dr Graham Walton
(Northumbria University, U.K.).

Call for Papers
This is the first call for proposals for papers to be presented at this conference.
Proposals should be submitted in the form of an abstract of no more than 300 words. Proposals should state which sub-theme or topic they fall within, the focus and purpose of the proposed paper and an outline of the likely contents and broad conclusions.

(Proposals covering topics not covered by the theme list above are also welcome and will be considered.)

Proposals for papers for presentation and publication will be assessed by the conference program committee and will be subject to a peer review process. The program committee will decide which proposers should be invited to develop and submit draft papers. Confirmation of invitations to present papers at the conference will be subject to the receipt and approval of the full paper by the program committee.
Revisions may be required before final confirmation and acceptance.

Proposals and final papers will be reviewed against the following criteria:

relevance of the paper to the conference theme
originality
readability
intellectual rigour, level of authority and scholarship demonstrated
validity of the results of any empirical research
Final papers should normally be 5,000-7,000 words maximum (excluding
abstract and references).

Conference Language
The conference will be conducted in English. All papers and
presentations will be required to be in that language.

Location and Date
The conference will be held in Oslo Norway, at the Oslo University
College Faculty of Journalism, Library and Information Science, 11-13
August 2005.

Registration Costs etc
Details of the cost of the conference (registration fees,
accommodation options and costs etc.) will be available later in 2004.
Invited speakers and presenters will be required to pay the
registration fee and their own travel, accommodation and associated
costs. The registration fee will cover a set of the published
conference papers, lunch, mid-morning and mid-afternoon refreshments,
and the conference dinner.

Cornell University Library is offering a digital preservation training program November 1-5 with funding from the National Endowment for the Humanities. The workshop targets managers at organizations that are facing the digital preservation challenge and highlights the need for the integration of organizational and technological issues to devise an appropriate approach. This limited-enrollment workshop has a registration fee of $750 per participant. Registration opens on Wednesday, September 1 for the November workshop.

U.S. workshop participants please note that the workshop will take place during the week of the elections in November.

I am writing to introduce and welcome the 2004-2005 AFAS officers and committee chairs. Our leadership roles started officially on July 1. Most of you have read previous listserv messages announcing the officers or met the committee chairs during an AFAS meeting at ALA. Now that the year has officially begun, I am taking the opportunity to once again let you know who we are so you can contact us if you have questions or comments regarding AFAS issues and activities. We are committed to work on your behalf. Hispanic Studies Librarian
The Texas A&M University Libraries is seeking an energetic and
experienced individual to develop, manage, and coordinate the Spanish
language and Hispanic culture collections of the Texas A&M University
Libraries. This is an academic appointment carrying full faculty status
and responsibilities including research and publication to meet both the
Library's and the University's requirements for tenure promotion.
Appointment rank is based on experience and qualifications.
RESPONSIBILITIES: Reporting to the Director of the Cushing Memorial
Library, the librarian will develop, manage, promote, and facilitate
access to Spanish language and Hispanic culture collections in all
relevant formats. The librarian has curatorial responsibilities for
relevant collections in the Cushing Memorial Library and Archives
(special collections) and selector responsibilities for the Sterling C.
Evans Library (general collections). The librarian acquires both primary
and secondary materials. Responsibilities also include donor relations,
assisting in the development and review of collection policies,
formulation and implementation of collection strategies, liaison with
faculty in relevant departments and disciplines, liaison
responsibilities with other library selectors in Evans and Cushing, and
management of assigned funds.
The librarian is the principal reference and research resource for
Spanish language and Hispanic culture collections for both libraries;
duties include but are not limited to answering correspondence, research
consultation on-call and by appointment for both libraries, specialized
bibliographic instruction, the production of specialized guides,
exhibits, and relevant library publications, and scheduled general
reference service in the Cushing reading room as needed.
The librarian will participate and guide collection management and
serve as the key liaison with technical services for relevant subject
areas; set priorities for and guide the accessioning, cataloging, and
processing of materials; advise and set priorities for collection
preservation/conservation, and set priorities for and participate in the
processing of manuscript and archival collections.
The librarian will develop relationships with other institutions
holding comparable collections, and work closely with the local,
national, and international antiquarian book trade and participate in
relevant scholarly associations and communities and produce research in
relevant subject areas. Other duties as assigned.

QUALIFICATIONS: Required: ALA-accredited MLS/MLIS or foreign equivalent
and an additional graduate degree in relevant subject area; fluency in
Spanish; experience in an academic or special collections library
setting; demonstrated decision-making, planning, and organizational
abilities; excellent oral and written communication skills; ability to
multi-task; strong collaborative and teamwork skills; ability to work in
a collegial and dynamic environment; basic computer skills. Preferred:
Ph.D. in relevant subject area; collection development experience;
archival or rare book experience; donor relations.
BENEFITS AND SALARY: Commensurate with qualifications and experience,
minimum $50,000. Benefits include a choice of retirement programs, no
state or local income tax.

Do you know the next Samuel Lazerow Fellowship Award Winner?

ACRL is committed to celebrating the achievements of academic and research
librarians through the presentation of awards, grants, and fellowships.

The Samuel Lazerow Fellowship for Research in Collections and Technical
Services_ in Academic and Research Libraries, a citation and $1000
sponsored by Thomson Scientific, seeks to foster advances in collections or
technical services by providing fellowships to librarians for travel or
writing in those fields. Research projects in the compilation of
bibliographies are ineligible for this award.

Proposals will be judged with an emphasis on:

Potential significance of the project to acquisitions or technical
services work;
Originality and creativity;
Clarity and completeness of the proposal;
Evidence of an interest in scholarship shown by previous publications

ACRL members are an integral part of the awards process. Please consider
nominating a colleague who has influenced your thinking, practice, and

" The September Project

The September Project is an effort to foster open exchanges in public
places about issues that matter. On Saturday, September 11, people will
share ideas about democracy, citizenship, and patriotism. Locally
organized, libraries, schools, and organizations will host talks,
deliberations, and performances about issues that matter to their
communities. September Project events are distributed locally,
nationally, and internationally, and are free and open to all people.
September Project events take place annually.

The project launched in April, 2004. In the U.S., as of August 24,
2004, 350+ libraries, schools, universities, museums, community centers,
mediation centers, parks, juvenile halls, military bases, and farmer's
markets in 47 states are participating, with new hosts joining daily.
Types of participating libraries include: urban, small, and rural public
libraries; primary and secondary school libraries; college, community
college, and university libraries; bookmobile libraries; libraries for
people with hearing and visual disabilities; seminary libraries;
juvenile hall libraries; and overseas US military base libraries. Public
libraries serve as the infrastructure because they are free, they are
public, and they are distributed across the US and most countries.
Moreover, as witnessed in their collective stands on developments like the
Patriot Act, media diversity, and freedom of/to information, librarians
have historically upheld rights even in the most contested times.

Although our focus is primarily on the United States, The September
Project is beyond national borders. Events are planned in Australia,
Japan, the Netherlands, Portugal, Spain, Switzerland, and Venezuela.
International hosts are planning events that focus on issues that matter
to them. For example, events in Spain will address democracy and
citizenship, but will also provide forums on civil liberties,
immigration, and March 11th.

Michel Menou and I would like to invite you personally to contribute to the Third Global Information Village Plaza that will be held at the annual conference of the American Society for Information Science & Technology (ASIST), this coming November.

As you may know, for the past two years, we have tried to get people from very different perspectives to share their opinions about what it means to them to live in a so-called "Information Society."

Rather than having always the same cliches about the Information Society, by self-described experts, we want to have a broad dialogue from the North, the South, the East and the West.

This year, we ask participants not to provide essays or position statements, but rather WE WANT YOUR QUESTIONS. Asking the right questions is often half of the answer. So, we are asking of you that you take a few moments and send us your "What if?" questions. Questions like “what if?” help us think in new and creative ways about our assumptions and goals.

Call for nominations for the World Book Capital 2006/

The Selection Committee for the World Book Capital is calling for nominations for the World Book Capital 2006.

The complete applications, duly substantiated and drafted in one of UNESCO's official languages (French, English, Spanish, Russian, Arabic or Chinese), should reach UNESCO no later than 10 September 2004.

The applications must include a cover or support letter from the mayor of the candidate-city. The selection criteria for the World Book Capital are as follows:

* municipal, regional, national and, above all, international initiatives aimed at enhancing the impact of books and fostering reading during the period between one World Book and Copyright Day and the next (23 April);

* specific or ongoing activities organized by the candidate-city in cooperation with the national and international professional organizations representing writers, publishers, booksellers and librarians;

* any other noteworthy project with the necessary means of promoting books and fostering reading through international-aimed initiatives.

CALIBER (Convention on Automation of Libraries in Education and Research Institutions) is an international convention, organized every year by INFLIBNET Centre in different parts of India in collaboration with different universities. This is the premier convention in India which provides a unique forum to the library and information professionals, teachers, IT professionals, consultants and users involved in automation and networking of libraries as well as information providers to come together and interact on the subjects of mutual interest. The twelfth CALIBER in the series, for the year 2005, has been themed as "Multilingual Computing and Information Management in Digital Networked Environment" and will be hosted by Cochin University of Science and Technology, Kochi during February 2-4, 2005. The official language of the convention will be English.
